一、项目单位简介
五莲县环境卫生管理处，成立于1986年,现有职工310人，其中大中专毕业生69人，高级职称3人，中级职称17人，技术工人84名，机械设备56台(套)，固定资产2700万元。担负着城区所有道路主副路面116万平方米的全面清扫、19处公厕保洁管理,日均150吨生活垃圾的收集、清运、处理，无害化处理率达到百分之百。
二、项目建设内容及规模
主要建设内容为：污水处理场建设、污水配套管网。污水处理场处理规模为4万m3/d
三、项目总投资及资金构成
项目总投资8500万元，其中固定资产7500万元，流动资金1000万元。
四、市场分析及预测
根据五莲县污水处理厂进水水质特点和排入所要求的处理程度，本着综合治理污染，实现污水资源化、先用低能耗、低运行费用的处理流程和新技术的原则，采用SBR法进行污水处理。污水处理厂运行后，通过改善城市环境，提高城市环境质量水平，避免或减少污水排放对工农业造成的经济损失所产生的间接经济效益，据计算，在当前条件下，发展环境保护的综合经济效果是600％。
五、经济效益分析及预测
污水处理厂建成后，处理后的污水浇灌农田可以节省大量的淡水或较洁净的水资源，污水厂的副产品剩余污泥，可用于农业和种植的肥料，施用后对农业种植业的增产增收效益可观，并在一定程度上缓解化肥供需矛盾。

New Polluted Water Settlement Plant
1.Brief introduction of the project:
According to water coming- in quality and settlement degree-required in pollued water settlement plant, project adopts SBR method to deal with pollted water to solve pollution and realize resourcelization. Advantage is low energy consumption, low operation cost and new skill.

Main construction content:polluted water settlement construction, polluted water pipe and web equiped.
Scale of polluted water settlement construction:40 thousand m3/d
3.Total investment and fund composition:
Total investment: RMB 85000 thousand yuan. Among which, fixed asset investment:75000 thousand yuan, flowed fund:10000thousand yuan.
4.Marked analysis and prediction:
After operating polluted water settlment plant may improve environment of county town and increase quality of environment,avoiding losses of industry and agriculture which result from pollution.According to calculation,under present conditions,the comprehensive economic benefit of environment protection is 600%.

After the plant is built,polluted water can be used to irrigate farm to save clean water resource.Dirt-vice product will be fertilizer of agriculture and plant. It,s very favorable.
